GIMP is a pretty decent free program, if you're used to photoshop. If not, Pirate Bay often has good torrents for PS, though it's harder to find a direct download site. I think /rs/ has a few cracks of the older versions.

My preference is a nifty little program called Paint Tool Sai. Doesn't take much memory, has a really intuitive interface and keyboard shortcuts, and its brushes are awesome, especially if you like cel-shading or a more painterly style of coloring. Great program for doodling. There's a free English trial here [link] If you like it, buy it! It's fairly cheap (about fifty bucks), not to mention it's really hard to find a complete cracked version anywhere. /pimp
